DREAM Fund Passage in the Assembly

Statement by Ms. Chung-Wha Hong, executive director of the New York Immigration Coalition,on the Passage of Assembly bill A08689B:

"The NYIC has always supported the New York State DREAM Act and DREAM Fund as a package. The key provision in the DREAM Fund bill passed in the Assembly today would set up a commission to raise private scholarships for undocumented students. While private scholarships could be helpful, the Fund, by itself, does not accomplish the ultimate goal of equal access to college education for all students.

"We urge the Assembly to pass the DREAM Act, which would open up the existing Tuition Assistance Program to all students; the Senate to pass the two as a package; and the governor to support both proposals and to lead the legislative process toward enactment of both bills.

"Three other states, Texas, California, and New Mexico, have expanded the state’s tuition assistance program to all students, regardless of immigration status. With states like Arizona and Alabama enacting the most hostile anti-immigrant laws in history, New York needs to send a clear, unqualified message that reaffirms its commitment to our American values of opportunity and equality."

The New York Immigration Coalition is an umbrella policy and advocacy organization for nearly 200 groups in New York State that work with immigrants and refugees. The NYIC aims to achieve a fairer and more just society that values the contributions of immigrants and extends opportunity to all by promoting immigrants’ full civic participation, fosters their leadership, and provides a unified voice and a vehicle for collective action for New York’s diverse immigrant communities.
