Special Registration
The Special Call-In Registration Program required men and boys from 25 prediminantly Arab, Muslim and South Asian Countries to register with INS. More than 83,000 individuals appeared at INS to register, where they were fingerprinted, photographed and interrogated. More than 13,000 were placed in deportation proceedings. None were charged with a terrorism-related offense. Although the call-in program was suspended in December 2003, thousands still face imminent deportation.

State and local police should focus their energy on protecting our neighborhoods from criminals, not enforcing federal immigration law. If state and local police start acting as immigration agents, scarce law enforcement resources will be diverted, immigrant crime victims and witnesses will be afraid to report criminal activity and incidents of racial profiling will increase dramatically.

Confidentiality & Information Sharing
It is necessary for the safety of all New Yorkers that immigrants seeking essential government services such as health care, social services and police protection are able to do so without the fear that their immigration status will be disclosed. The City's existing confidentiality policy should be defended and strengthened, and similar confidentiality protections should be established state-wide.

Federal Immigration Enforcement
The Department of Homeland Security (DHS) has announced several immigration enforcement measures and has plans for many more in the months and years ahead. As stated in "Operation Endgame," the DHS's strategic enforcement plan, the agency seeks to increase the government's ability to remove from the United States immigrants found to be deportable.
